Western Illinois Network Services (WINS) was established on January 1, 1996 by eight telephone companies and cooperatives. WINS was formed to allow its members to offer extended services to their customers.

One service offered through WINS is local access to the Internet for those within each member company/cooperative and their extended service areas.
